White poplar puffs blanket the ground, looking like out-of-season snow in the garden of the Hokkaido Museum of Modern Art in Sapporo. According to the Botanic Garden of Hokkaido University, the cotton-like puffs are willow-family plants catkin that releases seeds into the air after flowering. The phenomenon is a seasonal attraction of Sapporo and can be seen in many places throughout the city, such as the grounds of the Hokkaido prefectural government and Hokkaido University.
