Japan’s LDP Urges More Social Structures Against a ‘State of Emergency’ in Draft Proposal

The Liberal Democratic Party urged the government to beef up social and industrial structures based on the premise of a “state of emergency” following the prolonged Russian aggression against Ukraine and the situation in Iran, according to its draft proposal.

The party’s Headquarters for the Promotion of Economic Security, Policy Research Council has compiled the draft ahead of the government’s planned revision of Japan’s three security documents, including the National Security Strategy, scheduled for later this year. The proposal will be formally decided in May, before being submitted to the government.

The draft proposal described the security environment surrounding Japan as “an era where economic and technological strength determine diplomatic and defense capabilities.” It also said “the weaponization of the economy is becoming increasingly severe” with an eye on China, which intensifies economic pressure on other through export controls, among other measures.

To address this situation, the proposal emphasized that Japan must play an active and leading role in shaping a new international order. It sets the goal of always preparing for contingencies and maintaining that Japanese people’s lives remain unaffected by the situation in other countries.

It also argued that the development and use of artificial intelligence are directly linked to industrial competitiveness and national security, and thus determine national power. The proposal included plans to promote the use of AI across all security-related government agencies, including the Self-Defense Forces, and to advance fundamental reforms such as personnel development.
