Japan’s Govt Eyes Diet Notification When Lethal Defense Equipment Is Exported as Provision for Security Doc. Revision

The government intends to require the Diet be notified when the National Security Council approves the export of arms defined as having lethal and destructive capabilities, according to sources in the government and the ruling bloc.

It is preparing to include this provision in the draft to revise operational guidelines for the Three Principles on Transfer of Defense Equipment and Technology, the sources said. By doing so, the government aims to ensure accountability and gain public understanding.

The revision, meant to promote exports of defense equipment, seeks to establish certain safeguards on the exports by having the NSC conduct screenings of the transfer of arms, such as missiles and destroyers, defined under the Self-Defense Forces Law as having lethal and destructive capabilities.

In a proposal submitted to the government in March, the Liberal Democratic Party and the Japan Innovation Party requested a plan be finalized regarding ways to further enhance explanations to the Diet and the public.

Under the current operational guidelines, defense equipment that can be exported is limited to five categories: rescue, transport, vigilance, surveillance and minesweeping. The government plans to revise the guideline to scrap the five categories in an aim to strengthen the defense industry and ensure closer cooperation with like-minded nations.
